Greta Proctor is the leader of Procopio’s Charter Schools & Education practice. Greta advises on operational, governance, and ever-changing regulatory issues for classroom and non-classroom based charter schools. Greta works extensively on charter renewals and new petitions, including appeals at the county and state. She has also counseled schools through special proceedings ranging from extraordinary audits by FCMAT to compliance reviews by federal agencies. Greta provides frequent trainings on topics such as the Brown Act, Public Records Act, avoiding conflicts of interest under the Political Reform Act and Government Code section 1090, and new legislation impacting her clients.

Merrick advises charter schools on a variety of issues regarding governance, authorizer relations, contracts, independent study, student issues, funding, and a variety of other operational issues. Merrick regularly advises and trains clients on the Brown Act, California Public Records Act, and conflict of interest laws, and has lots of experience with new charter submissions, appeals, revocation proceedings, and renewals. Prior to law school, Merrick worked as a substitute teacher in all grade levels at the Kings County Office of Education.
