Understanding CORE as a “Verified Data” Methodology for CAASPP

CAASPP testing provides some of the most important data for charter renewal, yet there is no shared understanding in the field about how to use this data to evaluate school quality. At its May 2023 meeting, the State Board explicitly identified CORE Student Growth Percentiles as a possible methodology to demonstrate “measurable increases” on CAASPP for purposes of charter renewal “verified data.” CORE SGP is the most widely used, externally produced growth methodology in the state. Many charter schools and districts pay a fee to obtain this unique analysis.

This session will explain the CORE SGP metrics. The metrics quantify how well a school is meeting “expected” progress given its school characteristics. Charter schools and authorizers should come away with a clearer idea of when it may be important to consider CORE SGP analytics in charter renewal.

As CORE’s Executive Director of the Data Collaborative, Dave Calhoun provides data system support for CORE partners. He also provides measurement consultation support for CORE improvement projects, and he manages the social and emotional learning survey system that CORE developed. Dave was recognized as the Fresno Public Education Fund High School Teacher of the Year in 1995 and served the Executive Director of research, evaluation, and assessment in Fresno Unified School District for 30 years. There, Dave served as the CORE liaison for many projects. Dave has developed mathematics professional development across the country and has published various research papers.

As Senior Data Strategist for CORE’s Data Collaborative team, LaToya is the intermediary between CORE’s analytical partners (Education Analytics) and CORE’s school partners. LaToya helps manage the CORE Data Collaborative including recognizing partner needs and opportunities, streamlining communications and identifying data and reporting solutions. LaToya has experience with student testing administration projects, reporting projects, and program evaluations. LaToya is familiar with state and federal accountability and testing requirements for California. In addition, LaToya has coordinated data and research-related projects and has hands-on experience with data processing functions, assessment administrations, survey projects, and administrator training.
